Jailed deaf people are unpopular but what is the point of having a deaf city if we don't embrace the deaf prisoners segment? They have it doubly hard. Not only are they being punished for their infarctions, they are also penalized for their deafness due a lack of communication with the other prisoners and the guards as well as inaccessibility of various programs in the prison settings.
